Bill Foster was a two-time All-Star in the Negro Leagues and led that league in ERA four times and in Victories, Strikeouts and Saves once each. Four times he was selcted as Pitcher of the Year and he was a member of three World Championship teams. In 1996 he was elected to the Hall of Fame.
